Head of Human Resources Required in Dubai

New Century Education is a brand-new school group based in Abu Dhabi, UAE. We are a non-traditional and progressive school operator currently operating 6 schools in Al Ain and Abu Dhabi with more than 6000 students studying the US California state curriculum. Workforce Planning & Budgeting

Works closely with Executive Director of Performance and Standards and CEO on organizational design
Prepares annual HR budget in coordination with the Executive Director of Performance and Standards.

Drafts job descriptions and ensures job descriptions are up to date though periodic review.
Manages any organization/position changes throughout the academic year.
Coordinates with ADEK on manpower planning approvals.


Identifies the organization's needs and works to create and implement an efficient talent acquisition strategy to ensure vacancies are filled in a timely manner.
Anticipates the organizations future growth and advises on recruiting strategy that will help to sustain NCE’s success.

Maintains Preferred Supplier List with reputable recruitment agencies and reviews contracts, annually.
Understands the current recruitment trends and markets that NCE recruits from to identify any possible impacts on the annual recruitment strategy.
Continuously monitor recruitment data to ensure efficiency in the recruitment process.
Establishes and tracks recruitment KPIs and takes necessary actions accordingly. Provides regular and ad hoc recruitment status reports to leadership.

Actively participates in interviews, where necessary for academic and non-academic roles and provides constructive expert feedback to leadership.


Establishes the onboarding strategy, calendar, and processes in line with approved budgets.
Coordinates with Finance, Business Support etc to ensure a smooth onboarding process for local and international hires.

Conducts an onboarding satisfaction survey to identify strengths and areas of development. Addresses issues as necessary.

Establishes the offboarding strategy, calendar, and processes
Coordinates with Finance, Business Support etc to ensure a smooth offboarding process.

Conducts exit interviews and generates quarterly analysis with recommendations to improve employee experiences.

HR Technology

Act as an expert in the implementation of HRMS and Applicant Tracking Systems to support NCE in achieving strategic people objectives and planned growth.


Monitors ADEK Pass statuses for all new and current employees.
Acts as the main contact between NCE and the ADEK PASS team.
Raises any high-level issues to the Steering Committee.
Acts as an expert in ADEK PASS and MOE academic hiring requirements by staying up to date with any legislative changes.

Government Relations

Oversees the government relations processes for all schools
Raises any high-level issues to the Steering Committee


Establishes and oversees the payroll process
Reviews and signs off on monthly payroll


Monitors the processing of all benefits
Conducts annual reviews of the compensation and benefits structure to ensure NCE remains competitive in the market.
Coordinates with ADCG for the annual medical insurance renewal process
Raises any high-level employee concerns related to medical insurance to ADCG

Employee Relations

Manages any disciplinary hearing processes.
Develops and implements employee retention programmes and strategies.

HR Policies

Drafts HR policies in coordination with the Director of Performance and Standards and ADCG.
Regularly reviews policies with HR Operations Coordinator/Specialist to identify changes required.
Ensures HR policies and in line with the Labour Law and ADEK requirements.
Coordinates all legal matters with the ADCG Legal department.

Performance Management

Maintains performance management data for admin support staff.
Overseas performance management process implementation.
Conduct annual review of performance management process.

Learning & Development

·In coordination with the Executive Director of Performance and Standards and CEO establishes the annual learning & development strategy and budget

Audit Compliance

Ensures HR processes and documentation are in line with audit and compliance requirements
Oversees the audit process and responds to any audit reports and findings accordingly


Bachelor’s Degree in Human Resources or related fields OR significant experience in a similar role.

CIPD, PHR, SPHR type certifications preferred.

Highly skilled HR professional with experience in education is preferred.

Knowledge of implementing HRMS and Applicant Tracking Systems.

Experience in managing a team with a strong understanding of talent acquisition, management, and development.

Ability to be strategic and tactical when making decisions.

Influential and confident in building relationships with all stakeholders.

Strong knowledge of HR strategies, policies, practices, recordkeeping, recruitment, training & development, onboarding, and UAE labour laws.

Full cycle recruitment experience; sourcing strategies, advertising marketing, interviewing, offering, negotiation, and onboarding.

Strong communication skills, including the ability to build rapport at all levels.

10 years’ experience in Human Resources with at least 3 years in the UAE.

Fluent English Communication.

Fluent Arabic Communication is advantageous although not essential.
